Cantal Lib' network

The network of regular bus lines of the Cantal department called "Cantal'Lib" has the will to promote travelling in Cantal at an attractive price. The adoption of the single price of 1.50€ the journey by the Department Council, can offer users a more accessible, clearer and better suited to their needs service.

The network "Cantal Lib" has 24 regular lines, including 6 "Express" lines all age groups, which allow users to travel a commute journey in an almost identical time to that of the car. 6 Express lines provide  "collective, ecological and fast" transportation solution in the three living areas of Cantal: Aurillac, Saint-Flour and Mauriac.

Furthermore, in accordance with its decentralized jurisdiction, the Department Council of Cantal organizes and manages school transport for about 4000 students of the department between their municipality of residence and their school.

  • Young people up to 25 y.o. can travel without limits on the department, for 150 euros per year.
  • A monthly fee to 25 euros* is also available.
  • The school day students benefit from 120 euros per year to visit their establishment.
  • The full board students benefit from a tariff to 75 euros for the same service.

* (Note that the monthly subscription can be supported at 50% by the employer).

Individual Aids for Transport

AIT: What is it?

 AIT: Individual Aid for Transport.

Families who carry themselves their child, when there is no public transport, can benefit from a grant from the Department Council designated "Individual Aid for Transport" (AID).

Due to the introduction of single pricing and attractive school subscriptions price, students taking regular lines of Cantal are not eligible for this aid.

 

Who can benefit from AIT?

Students attend school from kindergarten to graduation, can apply for the support on all or part of the journey home / school under certain conditions:
- be resident in the Cantal;
- the child is enrolled in a school defined by the segmentation map of school transport;
- the distance between home and school is over 1 km.
- not be eligible for public transport service to complete the full journey home - school
- living 1 kilometer or more of a public transport service stop.
- do not use a regular line

What is the amount of aid?

For external and half-boarders, aid depends on the number of kilometers between home and the closest public transport stop or in the absence of public transport : the distance to the school . The kilometer distance taken into account for the calculation that is verified by the Department Council and rounded to the nearest km.
The amount of subsidy is 0.16€/ km.
The calculation of the amount is based on a round trip per day on the number of days of annual tuition. The mileage included in the calculation is rounded to the nearest whole kilometer.
The annual aid is capped at EUR 1 000 per year.

 For boarding students, the grant is allocated per student and the number of kilometers between:

- home and the closest public transport stop
- or between home and the school if there is no public transport on the route.

Annual flat rate per kilometer for boarder students:

11 to 15 km:                                  50 €

16 to 30 km:                                  60 €

Individual Aids for boarding students enrolled outside the Cantal

Whatever the mode of transportation used, boarding students enrolled outside the department can receive individual aid for transport from the County Council in cases where:

  • The lesson received is not taught in the Cantal
  • A written certifying that a Cantal institution of their choice rejected them.

School transports of students concerned by the MDPH

MDPH: What does it mean? What is it? What's the point?

MDPH as Maison Départementale des Personnes Handicapées (Departmental Home for Disabled Persons).

It was created from the Law N° 2005-102 of 11 February 2005 for equal rights and opportunities.

It is responsible to accompany people with disabilities in their efforts.Concerning the request for support for school transport costs, the MDPH is the contact for families.

Who can benefit from the funding of school transport by the Department?

Students who have received a notification of transportation funding by the MDPH.

What are the funding terms and conditions?

According to the decree n°84-478 of 19 June 1984, departments are responsible for financing transportation costs of students benefiting from an agreement with the MDPH.

The Cantal Department Council offers various modes according to the possibilities and the indications made by the MDPH:

  • transportation by family or personnal vehicle.
  • classical school routes,
  • interurban regular lines,
  • city buses,
  • SNCF train lines,
  • school circuits dedicated to students with disabilities.

Who pays what?

Transport by the families is reimbursed at 0.16€ per kilometer, based on the number of trips done.

For the use of public transport (classical school routes, regular bus lines, city buses, SNCF train lines), the family pays the subscription and presents proof of payment to the Department Council for a full refund.

For the use of school circuits dedicated to students with disabilities, the Department Council organizes and supports spending.

The Department Council spends over 700,000€ each year to fund these spending.

When are families refund?

Chaque fin de trimestre, la famille adresse au Conseil départemental un état de dépenses accompagné des justificatifs. Le paiement est alors effectué par virement après vérification du dossier.(paiement janvier, mai et août).

At the end of each quarter, the family addresses the Department Council a statement of spendings with proof documents. Payment is then made by bank transfer after checking the file. (Payment in January, May and August).

School transportation special circuits

The Cantal Department Council, in accordance with its decentralized competence, organizes and manages the school transport for 4000 students of the department between their municipality of residence and their school.

To foster proximity to the users and to integrate the specificities of each territory to develop its transport policy, the Department actively cooperates with 18 Cantal Town Communities that ensure the role of the Gestionnaire de Proximité des Transports Scolaires (GPTS).

The county will being to guarantee every child access to school transportation and to include this policy in an innovative approach, here are the news of the season:

  • PAY your bill online.
  • a unique fare of 120 euros for every school half-boarders of the department.

 

Who can benefit from school transportation special circuits ?

All students enrolled from kindergarten to the final year of high school, can claim the support of all or part of the journey home / school under certain conditions:

- be resident in the Cantal;

The Departmental Regulations of Transportation specifies in detail the taking-in-charge students terms.

Families participate in the cost of transportation up to a departmental single tariff of 120€ for half-boarder students and 75€ boarder students. The family share is cashed by the Department. An online payment platform is available to users for a cashless payment by credit card.

GPTS: Gestionnaire de Proximité des Transports Scolaires. It is the local contact person under the administrative management of students and school transport circuits. GPTS list

Transmission of the families registration printed, collection, verification and instruction registrations in compliance with the Regulations Departmental Transportation.

Active participation in the definition of stops locations and optimization of circuits, control in the field.

Ensure compliance with safety regulations in transportation, enforce the rules on safety and student discipline inside the vehicle, as well as breakpoints in the boarding and drop-off of the students, with application if necessary of sanctions laid set up in the departmental regulations transport.

Special circuits school transport: How much? Who pays what?

On a budget of almost 8.7€ million dedicated to transport, 4.6€ million are assigned exclusively to school special circuits. The Department Council finances up to 88% of school transport circuits. The remaining 12% is borne by the GPTS.

Fares

Single ticket

1.50€, valid for a trip with connections on all lines. On sale in buses and with carriers for all age groups.

Monthly Subscription (All age)

25€ per month, unlimited valid with connections on all lines. Users must fill the subscription form and send it to the Department Council that delivers a free annual personal card. The user must then pay the monthly payments to the carrier delivering a monthly coupon.

Yearly Subscription -25 y.o. (IME, ADAPEI, Intern +16 y.o.)

150€ a year, unlimited valid for -25 y.o. young people with connections on all lines. User must fill the online subscription form.

Yearly Subscription School Half Boarders

120€ per year valid all week, all year on 1 line and without connection. Half boarders who respect their segmentation map of school transport can claim for it. Registration is online here.

Yearly Subscription School Boarders

75€ per year valid on Monday morning, Wednesday afternoon, Thursday morning, Friday night during term time, and all week during school holidays. Useful information

Subscription forms can be collected from the Service des Transports or from carriers and are downloadable from the website cantal.fr by clicking this link: forms.

Duplicate charges: in case of loss, theft or damage of the card, a duplicate must be requested at the carrier for a 7€ price.

For monthly subscriptions

A lost monthly coupon will not be replaced. A subscription is due in full and won't be prorated in any case. The user must pay the monthly payment to the carrier.

For school year subscriptions

In case of school transportation registration after February 1, a 60€ fee will be applied by the Department Council for taking in charge the student. Annual subscriptions will be subject to a single billing (bill published by the Department Council and online payment)
